Administration from the Maastricht School of Management in the Netherlands and bachelor’s degree in Management from the Academy of Public Administration under the President of Azerbaijan.

Began his career in Azerbaijan as a financial analyst in capital markets and has since held senior leadership positions in both the private and public sectors for over 10 years.

Has expertise in establishing Joint Ventures and Consortiums for infrastructure and construction projects. Additionally, has been involved in managing international tenders, developing, and implementing procurement procedures. Received professional training in procurement management for World Bank-funded projects at the International Training Centre (ILO) in Turin, Italy.
