Developed and promoted the procedures of involvement in international tenders financed by International Financial Institutions in various construction companies. Finished practical international workshop at International Training Center (ILO) in Turin, Italy on procurement management for equipment and works in World Bank-funded projects conducted by high-ranked World Bank consultants.

Graduated Master of Science in Business Administration from Maastricht School of Management in the Netherlands. Holds a bachelor's degree in Management from the Academy of Public Administration under the President of the Republic of Azerbaijan.
